Premiums use the age 21 non tobacco rate, where the federal age factor is 1.000. A paired change requires the same plan and rating area in both years. New and Exit describe plan presence in the selected geography.
2026 rates are approved. The 2027 rates are filed and remain subject to state review. The analysis uses SERFF binders and MNsure's May 2026 effectuated QHP enrollment distribution, without claims or member level data.
